Can anyone tell me why people are willing to spend $400 (and more) for a MacBook Air that doesn't work? I'm thinking of putting my 2008 Air online, but I'm skeptical.

I guess that depends on what's broken. if the SSD is still working, then that alone might be worth the $400, plus you get a few of the other things along with it. Some other people might want to buy it and then resell it but not tell people that it's broken. Who knows?
