I have mobile devices and a MBA, of course all operating systems are updated to the latest version. But I found out that all iWork documents I created on my laptop are not shown in my IOS devices, and it doesn't work either the other way around.

I tried my best but didn't find a solution. My question is that does documents sync only works between mobile devices? Or there is something I didn't do it correctly?

iWork for iOS and mac are not exactly the same thing. For some reason apple doesn't allow or want the two to "automatically" sync in iCloud. There are work arounds but it takes several additional steps each way to get them to work with each other and they still don't technically sync both ways. Kind of defeats the purpose and advantage of having iCloud especially since they are apple apps.
