My Bluetooth will only connect between my iPhone and iPad when I have the hotspot on. Is the wifi connection a requirement to connect the Bluetooth? I thought the Bluetooth connection worked without wifi or hotspot being available.

Bluetooth connection will allow any Bluetooth accessory to connect once it is paired with your iOS device.
For connecting two iOS devices, with the purpose to share the data connection of one of them you have to have the hotspot feature to be enable the connection between them.
