Spelltower question about multiplayer

I was wondering how the multiplayer handicap function works? Does the player who is worse select a handicap number to make it easier for them, or does the player who is better select a handicap number to make it harder for them?



This is probably obvious to most people, but for some reason I'm confused by it.
