1863, President Abraham Lincoln declared the last Thursday in November Thanksgiving Day. Approximately 1933 FDR changed Thanksgiving to the third Thursday in November. FDR changed it on the suggestion of business men, thought it would stimulate the economy with more shopping days before Christmas. This year Thanksgiving is the last Thursday! This year will have only 26 shopping days till Christmas. :)

There seems to be a lot of confusion on this issue. Here's another version that I found:
In 1939, 1940, and 1941 Franklin D. Roosevelt, seeking to lengthen the Christmas shopping season, proclaimed Thanksgiving the third Thursday in November. Controversy followed, and Congress passed a joint resolution in 1941 decreeing that Thanksgiving should fall on the fourth Thursday of November, where it remains.
Last year, Thanksgiving fell on the 22nd, which was the fourth Thursday of the month. Some years, such as last year, there are five Thursdays in November, so it seems earlier. This happens whenever the 1st of the month falls on Wednesday or Thursday.

It also falls on my wifes birthday :D - but its truly strange that this caused so much controversy. Does an extra week actually stimulate the market when you can already go to the stores now and see things starting to get ready for Xmas? It seems to me that officially, the Thanksgiving weekend might signify the start of the shopping sprees for Xmas, but things definitely get started earlier.

1990 Thanksgiving November 22 the 3rd Thursday - 1991 28th the 4th Thursday - 1992 26th the 4th Thursday - 1999 25th the 4th Thursday 2000 23rd the 3rd Thursday - 2001 22nd the 3rd Thursday - They are inconsistant at the least, don't know the reason. I remember in the 50's & 60's being the 3rd the majority of the time. :)

1990 - 22nd - the 4th Thursday (1, 8, 15, 22, 29)
1991 - 28th - the 4th Thursday (7, 14, 21, 28)
1992 - 26th - the 4th Thursday (5, 12, 19, 26)
1999 - 25th - the 4th Thursday (4, 11, 18, 25)
2000 - 23rd - the 4th Thursday (2, 9, 16, 23, 30)
2001 - 22nd - the 4th Thursday (1, 8, 15, 22, 29)
No inconsistency whatsoever... ;)

I think the particular Thursday is determined by the harvest moon, whatever that is. I read about it somewhere, but I don't remember much of the details anymore.
Either way, I'll be a vegetarian around the holidays! :D

Thank you for your comment! :) I disagree with szark, his own data states this error! November 22, 1990 was indeed the 3rd Thursday!!!!!! Information on using the Harvest Moon as a guide makes sense, easy way to set the date! :)
A friendly correction! :) :)
HAPPY THANKSGIVING!!!:)

Actually szark is correct. I just checked using iCal and Nov. 22nd 1990 was the fourth thursday. The 1st was the first thursday, 8th the second, 15th the third and 22nd the fourth.

My main point was that there are less shopping days till Christmas, 26! The actual day varies, the only constant is that it occurs in a Thursday (21st to 28th) In 1990 there were 5 Thursdays! Thought it was an interesting topic. Thank You!
Happy Thanksgiving :)
