It seems to me that by now, there should have been some imporvements in the voices to make them sound more realistic. Basically, we're still dealing with the old Macintalk Pro and older voices. Although Pro was an improvement over 2 and 3, they still have quite a way to go, but no progress has been made other than a few minor things.

At least their improving, the mechanical ones of the past were annoying! :)

Quite honestly, I haven't seen (or heard) hardly any improvement since it was introduced back in the days of OS 8. Have they even touched the speech engine since then?

Actually, until that new lifelike male voice introduced with Leopard, I have never really liked any of the TTS voices in Mac OS X. As far as I'm concerned, Mac OS 7/8/9 sounded much better. My bet is that all that technology is still basically one big ported "Classic" system resource, so of course it doesn't do as well. However, that's still no excuse.
