I would like to use safari on my windows pc and have my reading list & favorites sync over is this possible on an non-apple device?

Does safari have a icloud login for windows?

Yea, you just have to download Safari from apple.com and the iCloud control panel for Windows, which you can download here;

Log into the iCloud control panel and select to sync bookmarks with Safari and you should be set to go.
Also make sure you iOS device is set up to sync bookmarks by going to
Settings > iCloud > Bookmarks to on
