When will Mountain Lion be pre-installed on a new Macbook Air?

I always do a clean install of a new OS, rather than doing an upgrade--I want a new installation to be clean.

If I do an online order from the Apple Store, on what date will the new Macbook arrive with Mountain Lion already installed?

Probably a few weeks after ML is released will it ship with it already installed. You just have to wait until the shipping pipelines are gone through and depleted of MBA's with Lion on them. Or you could do a BTO online after ML is released and get it that way.
 
Considering we don't even know precisely when ML will be released, except that it will be sometime this month, it's hard to say. Last year they released Lion and the new MacBook Airs the day after their quarterly earnings release, which is scheduled for July 24th this year. Maybe they will release Mountain Lion the next day. In any case, expect the Airs (and all other Macs) to ship with Mountain Lion preinstalled soon after that.
