I was under the impression the you could change the h.264 profile using Subler and then would be able to sync 1080p videos to the original ipad/iphone 4. I have tried multiple times using Main 3.1 and High 3.1 profiles, and have not been successful. Am I going about this the wrong way?

Do your starting files use the h.264 codec to begin with?

Edit: never mind, I misunderstood your question.

Original iPad and iPhone 4 only supports 720p video, 3.1 profile, according to Apple. That may be the reason you are unable to sync any 1080p content. And as far as I know, for 1080p content you need to set at least 4.0 profile.
