Icons from desktop getting stuck in web browser?

Ive tried everything but the icons for i think itunes, safari are getting stuck and not dissapearing when i open a new application ( mainly safari). The icons wont fade out and stay on screen on web pages.....

Does anyone know whats causing this issue?
