Midnight, 10AM, 1PM are my guesses on the time it will hit the App Store the day of the release

If Apple announces that it's coming out on the 25th, then I will be awake checking it all night tonight. Not because I'm trying to get it 'first', I'm a shift worker, and on a night shift sleep schedule. I'll be awake already. And I can download 4GB in the middle of the night here a lot easier than I can in the middle of the day. So let's hope for tonight sometime!
