My iCloud account is registered with GMail, and I use it to sync just about everything that the desktop OS will allow except for mail and notes, because when I check their boxes, they ask me for a @me.com account. Is there some way around this without having to make a @me.com account?

Sync notes via your Gmail account.

In sys pref, under mail, contacts, calendars, select your gmail account, and in there turn on notes. Back in notes.app, put your notes under your gmail account, not on my mac.

That's my workaround, anyway.

They don't appear anywhere online as far as I can tell but you can then sync them to other devices.
