I don't care why they came out with it, I think it is an important measurement. Having said this, the computer that should be here later today would probably score pretty low. (dual processor 2ghz G5)

Hoe does this help the average home user buying that once every 4 years desktop. Doesn't this just add to the confusion for them?

Nobody said anything about not boosting performance. The new chips most certainly will perform better.
What they're not going to do is get that performance by boosting the clock speed.
I hope nobody here still believes the MHz myth. There are plenty of ways to boost performance other than higher clock speeds. Multiple functional units, hyperthreading and dual-core are some ways you may have heard of.

The average home buyer is already so confused that adding a new buzzword won't make much of a difference.
I know many people who were planning to throw away an entire system because of performance problems that were easily solved by a $50 memory upgrade. And it was a long drawn-out argument in order to convince them to even try the upgrade.
These users either buy the least expensive system they can find, or they buy whatever someone else (friend, relative or salesperson) tells them to buy.
