Ok this actually a 2 part question. If I have a 10.8 DVD can I and how do I do an archive and install?

More importantly, I have acquired a time machine problem inherited from another computer using migration assistant that I strongly suspect had one of those time machine scheduler type apps used on it.

So, being the case, will doing an archive and install preserve all my settings and restore time machine and it's daemons back to factory normalcy?

There is no "Archive and Install" option in OS X 10.8 Mountain Lion, nor is it available in Mac OS X 10.7 Lion and Mac OS X 10.6 Snow Leopard.
You can either do a Clean Install of OS X 10.8 Mountain Lion or just reinstall OS X 10.8 Mountain Lion, which does not delete any of your data and restores the system and its applications (not third-party applications) to its original and umodified state, if you have dabbled with some hacks or settings and find, your system is a bit fubar.

I don't know about the Time Machine problem though, as I don't use that thing.
