Bought this for a nice price off craigslist but never asked why the keyboard was different. Any ideas?

I think it's from Portugal.

Or Brazil, but I see euro symbol, so it's from Portugal, I suppose.

That appears to be a UK keyboard.

Nope, thats definately not a uk keyboard...

It's a Spanish keyboard (see http://support.apple.com/kb/HT2841?viewlocale=en_US&locale=en_US and click on Spanish), but that doesn't tell you where it's from.

Definitely not. It only has dollar and euro keys.
