iCloud and photo stream question

Hello! I have an iPad and an iPhone. I use iCloud to store photos. I would think that whatever is on my iPad's photo stream would sync and appear in my iPhone's photo stream. This is not the case. I only see some photos but not everything. Why is that?

Try turning photo stream off on one of the devices and then back on. That worked for me once. Obviously make sure both devices are on same network and same apple Id.
