10.6.8 is a stated requirement (http://www.apple.com/keyboard/):
System Requirements

Mac computer with Bluetooth wireless technology
Mac OS X v10.6.8 or later
Existing keyboard and mouse for initial setup
Two AA batteries (included)

Anyway, have you checked System Preferences > Keyboard yet for specific settings, maybe even the Keyboard Shortcuts list?

is there a driver?

Probably, but it is included in 10.6.8, though when the keyboard was released, Macs were still running Mac OS X 10.4 Tiger, but the current iteration/generation needs 10.6.8. Maybe you can get your hands onto an older model, that only requires 10.5.

Try installing this: https://support.apple.com/kb/DL957

I have a post-Lion Bluetooth keyboard with my PowerMac G5 and all of it's function buttons work correctly. I did have to install that, but Software Update caught it and installed it for me.

Thought about that update too, but found a conflicting report here: https://discussions.apple.com/thread/4384268?start=0&tstart=0
