Data speeds faster on Tablet while tethering.

My friend seems to think this is because my carrier is restricting my speed on my phone (which I got factory unlocked not from them). I'm using an international GS3 and the speeds are more than 4 times as fast when I wifi tether to my Nexus 7. Is there any app or settings I can add or change to increase speeds on my phone? I'm rooted and running Paranoid Android.

Well the thing is I want this to be system wide. I do browse on my phone but I use apps more than browsing and they all tend to load slow sometimes and when I check speedtest I can see why.
