I've made sure both my email accounts have contacts turned off and "Delete from iPhone" was selected. I've checked the contacts app and it says 0 contacts I've downloaded a third party program says 0 contacts. But there's still random contacts that show if I type a first letter but they don't show in my contacts nor my online address book on exchange.

I have seen this with emails. It remembers email addresses of people that I do not have saved. The only way I can see to clear is to do wipe of the unit. One thing I would try is.

General --> Reset --> Erase All Content and Settings.

See if that clears them. Other then that a wipe of the unit should do it.
