App Store not identifying previously purchased apps

So I had recently bought an app for my iPhone and now I want to put the same app onto my mom's iPhone using the same apple id but it shows up as $.99

I checked other apps that I had bought awhile ago and had since uninstalled. These also show up with a price. Even apps that were free and I had installed and removed show up as "free" and not "install" as they used to. Apps that I still have show up as "open". This is widespread across the 4 iOS devices we own. The problem also occurs when I switch apple IDs and use my personal one.

I'm thinking it is an App Store problem. Anyone else getting this? I'm afraid it'll charge me again for an app I already bought.

That's good. What i'm worried about is an app i wanted that i think i had gotten a year ago. I'm not sure if I actually got it... I guess I'll wait until Apple fixes it. Probably an issue on their servers
