I just set up Mail. I'm on the work network.

I can send mail to myself and it works, but if I try to send to my hotmail or any other account, I get "Message Delivery Failed" screen saying "relaying mail to hotmail.com is not allowed"

Any ideas?

I would suspect your work SMTP server is blocking messages from going to hotmail.com. Try a different SMTP server if possible.

There could be several reasons, if you have an IT guy he would know more because this seems to be more of a network issue.
