So, I've had an iPhone 4S for the last year that I lease via O2.
I went to a local O2 store today to upgrade to an iPhone5.
When I tried to sort the new phone out I found that I could not upload my latest badk up as Apple had to hastily release 6.1.1 to sort out issues on the iPhone 4S.
As iPhone5 only runs 6.1 it will not allow the upload of a back up taken on newer iOS.

I reset the phone and at present I am uploading a CLoud back up from last week.

It still means I have lost pics, messages etc from the last week.

When I called Apple Support this seemed unaware of this issue, the techie spoke to me, then put me through to his immediate manager and then his manager!

Don't know about iCloud but iTunes has never allowed the restore of settings (full restore to backup) from newer firmware to older firmware.
But, if you used iTunes for backup/sync, it has tabs to restore your content (photos, contacts, bookmarks, movies, music, books, etc)

I imagine as soon as Apple drops 6.1.2 (rumored this week) you will be able to use the 4S backup for your new iPhone 5 after you update it to 6.1.2
