i got a mac book air A1369 ci5 today,
That number describes five MacBook Air models (http://www.everymac.com/ultimate-mac-lookup/?search_keywords=A1369) ranging from 2010 to 2012, but the i5 CPU (if that is what you mean with "ci5") narrows it down to one model from 2011 and one model from 2012.

1. which version of mac i can install on my MBA?(the latest one possible for mac)
OS X 10.8 Mountain Lion, try pressing CMD+R upon startup to get into Internet Recovery (http://support.apple.com/kb/HT4718?viewlocale=en_US&locale=en_US).

2. any link or torrent to that iso of mac.
If you need a link from us, better leave torrenting alone. Besides, we do not support talking about warez.

3. and how to install mac on it.
If Internet Recovery is successful, then that is all you need. Btw, it is called either Mac OS X or OS X.

4. how i can run windows and mac both on my MBA?

Mac OS X or OS X is not free, it comes bundled with every new Mac but if you want to upgrade, you still have to pay for that. It was once 129 USD, nowadays it is just 19 USD. iOS was not a free upgrade once too, but that changed some years back, since hardware sales of the iPhone more than negated the need for another 10 USD for an upgrade.

If your computer came with or had Lion installed, you should be able to hold COMMAND+OPTION+R at boot to get to the internet recovery partition. Internet recovery is stored in the firmware so even if the restore partition was wiped off the drive, this will connect you to Apple servers for OS X.
