Unless you meant a G4 PowerBook though.

Sure, but first you'll need to let us know exactly what Mac portable you have. The "MacBook G4" is not a computer that exists.

Got to system profiler and have a look at the hardware overview, check the model identifier (should say something like "PowerBook3,5"), let us know what that is, and then we can advise you on upgrade options.

No, but you will barely find any large ATA SSDs anyway.

It depends on what SSD you will buy, thus the cost. But in any way, an SSD will make your iBook quite snappy.
