In the fall of 2004 and the spring of 2005 I studied at Penn College of Technology majoring in tech support specialist. Since then they have dropped my major and I was interested in getting into doing repair and technical support for Macs since I have switched since then. The major that I was taking was all Windows based. What would be a good way about going about this. I know on Apples website that they sell the program for you to study for the technician test, would this be a good idea?

It might be a good idea, since you have experience with Windows, to do both. Unless you are exceptionally good at what you do, and live in a big city, you might not have a whole lot of business fixing only Macs, but if you branch out to PCs you'll have nearly unlimited business. :)
As far as I know there are tech certifications for pretty much everything you could be interested in fixing.
