USB 2.0 on a PowerMac

I think I wasn't clear in an earlier thread...

1) Will USB 2.0 drivers for a say, Macally card, work with any PC PCI USB 2.0 card in my PowerMac running 10.2.2?

2) Will it function without drivers for USB 1.1 devices?
