I'm not sure this totally the new updates fault, but my ipad2 seems to perform very poorly on download speeds after I updated to ios 6.1.3 when compared to two other ios devices on my home wifi connection. Here's the comparison.

1. iPad2, ios 6.1.3, 5.5 Mbps download speed, 4.4 Mbps upload
2. iPhone4, ios 6.1.2, 10.5 Mbps download speed, 4.4 mbps upload
3. iPhone5, ios 6.1.3, 21 Mbps download speed, 4.4 Mbps upload

My Internet service is cable 20 Mbps download, 5 Mbps upload. I recently switched from dsl service at 12 Mbps. It's been a while since I ran speedtest on the dsl connection, but all devices performed at about the same levels (ie 10 Mbps on 12 Mbps dsl). I've reset devices, reset wifi connections with the same results.

Anyone experience this?

Yes!

When I updated to cable Internet last year, my iPad 2 would sometimes even exceed the 30mb speed according to speedtest.

Now I rarely reach above 12mb and yet my wifi speed is now up to nearly 50mb.

WTF?

Have you tried checking your download speed from different Wi-Fi networks other than your house such as public Wi-Fi hotspots to see if the speeds are better than at home.

not an easy option but you could try a restore of ios instead of the update.
