When I am scrolling down a webpage and instantly click a link (while the scroll bar is still visible), and when I click the arrow to go back a page, it reloads at the top. I am not sure if this is a bug or if there is a fix for this. I am on the latest version of chrome and 10.8.3

I am not sure of the process but you might try filing it as a bug with the Chrome development team.
