Is there any sort of program for PC, that is equivalent to iPhoto. I haven't been able to find any decent ones.

Windows Live Photo Gallery and picasa are the best options but you can also install iphoto on Pc windows. Just follow the guide provided here- Download and Install iPhoto for PC Windows
Google just needs to break out the Google+ Photos part of their failed service and stop messing around. Just make a desktop uploader, mobile apps, and sign up some print/book services and boom...
