Typical for beta testing hardware.

Takes about 3 months for production to spin up and begin stock piling for the release.

For an October iPad 4 release, production would have to start next month, in July. Meaning all testing, qualification, tweaks, and hardware finalization has already occured, or is close to occuring. There will have already been lots of prototype samples at several different levels of design qualifications of the iPad 4,x in engineering hands.

Well, if fingerprint sensors are included in the next revision, it is certainly possible for WWDC to discuss the functionality in iOS7 w/ developers - but still highly doubtful.
