iPhoto :)

When you export a photo, you can set a custom size.

iPhoto is good but it may take a while to load if you have lots of photo in its library. Assuming your photo is not already in iPhoto, this little application ImageWell (http://www.versiontracker.com/dyn/moreinfo/macosx/19042) is small & fast to load if you need to edit/crop/resize any image/photo in an instant. :)

Of course if you have 2,5 inch HD Photoshop takes some time to load, but if u have a SATA drive it doesnt. After all why buy Photoshop and not use it, cuz it "takes a lot of time to load"?

EasyCrop (http://www.macupdate.com/info.php/id/11268) is a good app, which does what it says on the tin.

You can create a workflow in automator that scales images.
Save it as a finder plugin, right-click the image or multiple images and select the workflow.

When I need to do quick editing, cropping/resizing where I don't need the full power of the Gimp (or in your case Photoshop) I use SeaShore (http://seashore.sourceforge.net/index.php). Its free, based on the Gimp actually, plus it loads in a flash.

this is a place imo where windows has os x beat. there's a ms powertoy to have resizing be a contextual menu item for every image (click a jpeg, have a list of presets along with a custom field, click ok and it resizes in the same file format with the same file name+small at the end.)
