This is silly. Why do you need to apply DRM to TV shows that are already broadcast for free?
Just leave all the ads in the program and stick it on a web site without DRM. If you make the files available for a long-enough time on a high-enough speed link, people will download from you and not from file-sharing networks. You will then have an accurate count of the number of downloads, which you can use to bill the advertisers.
Problem solved and no users are inconvenienced.
Sure, some individuals will fast-forward over the ads. Just like they do with VCRs. And there will be some who edit out the ads prior to archiving the program, but this is also no different from what people do today with VCRs.
