I know you can install Beta's though Xcode but can you install Public Releases via Xcode too ?

It's the release made available for the general public to install, typically via OTA.

a Public IPSW such as 6.1.4 or iOS7 when its launched to public, i wanted to know if you could install a public IPSW through xCode rather than just Beta IPSW's

Yes you can, if you think it is necessary. However, simply setting your device into DFU and connecting to iTunes will install the latest released OS.
