Well your subject title is a little confusing...but simple answer, yes.

You will plug it in, and iTunes will not detect a newer version. It will see 7.0 on your device, and 7.0 in the sky. It does not compare build numbers. It will say you are already at latest version. You will not be able to 'update' from beta to release.

You can click 'restore' and it will wipe your phone, pull the latest build from Apple, and you can recover from backup.

You can download the GM IPSW, and Option Key-Update, to upgrade to gm/release.
