So my iPad requests weather have access to location services, and sure enough, there it is in the list. Of course, iPad doesn't have Apple's weather app. Or does it, what am I missing?

That might make sense, notify you of hurricanes or something. But there is nothing weather related in the notifications list.

Edit: the iPhone does have amber alerts and emergency alerts, but not the iPad.

Thanks iAmirul. I wasn't looking there, so the iPad does show weather in notifications even though there's no explicit app. And no setting either.
