When reinstalling the OSX, does it use connect to internet to re-download the OSX?

I'd like to know if reinstalling OSX will use up my internet data.

If you're booting to the Recovery Partition, yes.

The alternative is to make a USB bootable drive from the disk image inside the Installer app that you download from the App Store. (But then you also have to download that in the first place.)

However, the need for reinstalling is generally low, and there are usually other simpler methods to fixing any problems.
