I tried the voice over. and everytime I touch once it reads the words I touched. that's the problem I cant click anything and cant turn it off. I cant also slide all I can do is touch a word then it will speak

I can't
tap slide to unlock once. when it is selected double tap it
done. Now I go to settings. I cant go to general cuz I cant scroll down. can you tell me how. It wont scroll down
