Clean install & purchased itunes apps that are no longer in the app store

I would like to start fresh on my 15R with mavericks and perform a clean install, although worried about losing a VERY important app that I have saved on my computer in my itunes (Tether app).

Is there anyway for me to do this? Newish Apple user here and unsure how itunes works. Does that "iringer.ipa" file I have locked to my itunes login?
