Also here i am watching a Netflix video (Nothing else open apart from google chrome 3 tabs) and look at the frequency :http://gyazo.com/192716c198e0e5a5a0f0f3ba99a4dd9e should i be worried or is this normal?

also there is no intensive background tasks running but mainly my cpu load is arround 40 percent when the frequency is 2.7-9ghz so i dotn know what to do

No problem at all. It is supposed to use turbo boost when possible (when temps etc are all ok).

The frequency is at 2.7-9GHz at 40% because one or more of the cores is running on turbo boost at that time while the others are not. You can google some you tube vids etc on how all this works. It is supposed to work that way.

Your turbo boost in your mini is running as it should.
