Problems cropping images for upload to motorola V3

i cant seem to be able to crop my images to fit on my v3. basically i correctly cropped them and compressed them (640x480 @72dpi) when i upload them it says image too large to open on my phone (this is a joke as there like 20kb!!!!)

any advice? im using photoshop cs and saving them, as jpegs.

the phone's screen size is 98x64, resize to that and you should be fine.
