fuzziness in Keyboard is back :(

So, since I updated to IOS 7 (The latest) my iPhone 5 and iPad 2 has the (old TV like) fuzzy lines across the keyboard. So far it’s only when I purchase apps in the app store.
I had this problem on my iPhone 5 when it first came out. It was fixed with an OS update.

Has anyone else had this issue? It’s very annoying.

Yeah, I restarted because imessages wasn't receiving messages from a friend.
The restart fixed that problem.
