I remember reading that in ios 7, if the iphone/ipad was restored, the previous account must be put before putting another apple id but tht ddnt happen hw come?
If my iphone was stolen they can jst reset it and use it without putting my id in first, wheres the safet in tht? By the way the name on the ipad is still bilalo ipad rather than the new persons account also, how can i change the name of the ipad as well?

Do you have Find My iPhone enabled on the device? That's what controls that.

Yes i do but i turned off icloud before restoring.

And that disables activation lock. In order to reset or restore you must disable find my iPhone by putting in your Apple ID password. A thief wouldn't be able to log into your phone and do this so they would try a recovery or DFU restore. Doing this with FMI enabled will trigger activation lock. They would then have to know your Apple ID and password to login to their account.
