...but If you ask for a BTO SSD in an i7 Mini, does that come WITH the 1TB 5400 drive?

...or in place of?

If you take the non-server model and select the 256 GB SSD option, there will be no 1 TB HDD inside.
If you select the Fusion Drive model, there will be a 1 TB HDD and a 128 flash storage module inside that non-server model.

If you select the server model, the only options are 2 HDDs, 1 SSD or 2 SSDs, no Fusion Drive.

Easiest is just get the stock drive, and slide-in a 840 PRO or similar yourself. The 7mm SSD's are really easy to put in, as they don't need to be screwed rock solid with other than the 2 easy screws in the airport grill.
So no need to remove fan, logic board etc.
