Cracked iPad 4 refurb

I bought a refurbished 4th generation before Christmas no apple care and now I'm traveling abroad and my iPad fell off my hand and hit the cement road. The screen is cracked. It's my understanding to replace another iPad for out of warranty service is $299? If so, does this apply to a refurb ipad as well? I'm traveling abroad so calling apple is hard. Could someone help please?

There are a handful of shops online you can use to get the glass fixed for half the price. Apple is not the only option.
