Virtual Mac for PC?

I know the answer is no, but ...

does anybody know of a way to emulate an OS X world inside a PC (XP?) so I could run some cool software like Omni Outliner or Circus Ponies?

Something like pear pc http://pearpc.sourceforge.net/ would allow it, but its slow and not really good if you actually need to be productive. I also believe there is cherry pc, they say it works but realistically i dont think anything works as good as having the real thing.

FYI, i also believe installing OS X on any hardware that isn't apple licensed is violating the user agreement.
