Say storage on the iPad is already full while the iPhone has plenty of free space. Would it be possible to stream iTunes-purchased movies with DRM stored on the iPhone to the iPad via AirPlay or something?

No, but I think Audibly (it's free) would do what you want. Just turn down the iPhone's volume and leave it running in the background on the iPad.
