Is There an application to make Favicons?

i want to make a favicon for my website. anyone know where i might start to make this happen? i have pic2icon, would that work? after i make one i just want to give it to my web guy to install. is it that easy? what format should it be in?

I found this but I suspect there is an easier (and cheaper) way.

I remember a website that would do it...
...but I can't find it!

edit: OK, this wasn't the one I used before, but here's one.

actually, just google "favicon maker" and you'll get many sites that do this

ive got photoshop and graphic converter so i will play around with those. i downloaded the ico plugin and i know i have to save it now in that format. thanks for the leads!
