This is the issue. My folks bought a rebuilt (it's mint trust me) 400mhz G4. It is running 10.4.5 so it's got all the updates. We put a c CD or DVD into the drive and nothin shows up on the desktop. I checked the connections, it's all hooked up. What could possibly be the problem and how can I fix it?

open up your Finder Preferences and make sure that CDs, DVDs, and iPods are checked off to be shown on the Desktop.
 
If the above doesn't work, try using different CDs and DVDs. Some Macs are very picky about what type of media they will accept. 😛
 
Bummer the CD/DVD choices were selected in the Finder preferences and I did try a variety of media in the drive. None of them will be recognized by the computer. I even opened iTunes and then popped a CD in hopes the disc would appear in iTunes if not on the desktop, no such luck.

Where do I go from here now?

How about Apple Support's troubleshooter for Power Mac G4 (Gigabit Ethernet): CD/DVD Disc Does Not Appear on Desktop.

Sounds like the tower isn't talking to your computer.
