Can Safari rules block an image?

Although I'm not entirely sure what you mean, you might be talking about blocking images based on rules, which is not built into Safari. This feature can be added with Saft. I recommend it, it's actually a very useful extension, and worth the price.
 
EDIT:

Bugger I've made a mistake, I mean to say 'Mail' not Safari.

I suppose I'll need to start another thread now.
