OS X automatically scales RAM. If that was after a restart (the more RAM) it would explain why less is used. The longer it is on the more processes/apps will use the RAM. It would be bad for a system to have unused RAM even with no apps open there are always processes running.
Inactive RAM is also essentially free RAM. If you close an application, OS X keeps that app's RAM info as inactive. It is available for use if you need it for something else, but will make reopening the closed application much faster if that information is still there.
